Just click to listen, it's just that easy! I’m back from my trip across the pond to Jolly Old England and ready for a break-out week of fishing. We visited my son, who currently lives and works in Exeter, UK along the Exe River. We stayed in the southwest side of the country and visited many famed towns of the Cornwall Peninsula. No there were no pirates that we could see in Penzance, never saw the guy with seven wives with their cats and kits in the sacks, on his way to St. Ives either. The Roman hot mineral baths of Bath from the first century A.D. were amazing and yes I didn’t find a local brew that I didn’t like. Now I’m back to Emerald Isle, which is now covered in a yellow haze. ACHOO! PIERs UPDATE: Oceanana Pier-Nada (nada is not a kind of fish!). I did see false albys feeding just west of the pier. Bogue Pier-Blowfish, sharks and rays, occasional tiny bluefish on bottom rigs (Where are the bluefish?) some decent sea mullet and a black drum almost 6-pounds. Topsail Island: Seaview Pier-Water is cold there too, some blowfish and sea mullet caught. No blues yet. Surf City Pier-Excellent catches of sea mullet at night, very tiny blues and gray trout on bottom rigs only. Big blowfish, one 14.5-in. flounder, one black drum. Jolly Roger-Nighttime mullet, blowfish pups in the surf in the evening.
Where are the red drum go? Any action in the marshes and in the Haystacks? Where am I catching flounder? If you can get offshore, are there any fish out there? Check it out Capt. Bryan Goodwin and hid DownEast Outdoors going national! The show "DownEast Outdoors" begins this coming weekend, April 2nd and Saturdays and Sundays at 5pm on The Sportsman Channel. The Sportsman’s channel reaches over 25 million households throughout the US on cable, Dish Network and Direct TV. DEO is the first saltwater fishing show produced here in Eastern NC to air weekly on a national network. The regional show is in its 3rd season and now reaches over 750,000 households in 5 markets from the "Capital to the Coast" airing weekly at various times. FF-43-2010 PROCLAMATION
RE: RED DRUM-COMMERCIAL FISHING OPERATONS (sic)
Dr. Louis B. Daniel III, Director, Division of Marine Fisheries, hereby announces that effective at 12:01 A.M. Friday, April 2, 2010, the following restrictions will apply to the taking of red drum (channel bass) in a commercial fishing operation:
I. HARVEST LIMIT
A. It is unlawful to possess more than ten (10) red drum per day taken in a commercial fishing operation, regardless of the number of individuals or vessels involved. B. Subject to I. A. above, it is unlawful to possess more than one red drum per day in a commercial fishing operation unless the weight of the combined catch of other finfish species (except menhaden) exceeds the weight of the red drum retained.
II. TRANSFER AND SALE
A. It is unlawful to transfer red drum from one vessel to another during a fishing operation. B. All red drum shall be sold to a licensed North Carolina seafood fish dealer and the red drum shall be sold prior to the sale of the other species component of the landed catch. C. All legally-possessed finfish species taken in a commercial operation also taking red drum shall remain in the possession of the harvester and be transported together up to the point of sale.
III. GENERAL INFORMATION
A. This proclamation is issued under the authority of N.C.G.S. 170.4; 113-170.5; 113-182; 113-221.1; 143B-289.52; and N.C. Marine Fisheries Rules 15A NCAC 3H .0103, 03M .0501 and 03M .0512. B. It is unlawful to violate the provisions of any proclamation issued by the Fisheries Director under his delegated authority pursuant to N.C. Marine Fisheries Rule 15A NCAC 03H .0103. C. This action is being taken to implement a change to the red drum commercial harvest limit as allowed in the N.C. Red Drum Fishery Management Plan. The annual harvest limit for the fishing year September through August remains 250,000 pounds. This period (May through August), the harvest limit will be 100,000 pounds. During the September through April period, the harvest limit will be 150,000 pounds. It is unlawful to possess red drum less than 18 inches total length or greater than 27 inches total length. D. This proclamation supersedes Proclamation FF-45-2009 issued June 2, 2009 and changes the commercial possession limit from seven to ten red drum. It also changes the requirement to have specific incidental species exceed the weight of the red drum and now permits any species but menhaden to make up that required bycatch. It continues to allow the retention of one red drum without requiring the incidental species.

RE: FLOUNDER – RECREATIONAL PURPOSE
Dr. Louis B. Daniel III, Director, Division of Marine Fisheries, hereby announces that effective at 12:01 A.M., Thursday, April 1, 2010, the following restrictions will apply to the taking of flounder for recreational purposes:
I. MINIMUM SIZE LIMITS AND AREAS
It is unlawful to possess flounder less than 15 inches total length taken from internal and Atlantic Ocean fishing waters for recreational purposes except as specified below:
A. PAMLICO SOUND - No person may possess flounder less than 14 inches total length taken from internal waters for recreational purposes west of a line beginning at a point on Point of Marsh in Carteret County at 35° 04.6166’N – 76° 27.8000’W, then running northeasterly to a point at Bluff Point in Hyde County at 35° 19.7000’N – 76° 09.8500’W. In Core and Clubfoot creeks, the Highway 101 Bridge constitutes the boundary north of which flounder must be at least 14 inches total length.
B. ALBEMARLE SOUND - No person may possess flounder less than 14 inches total length taken from internal waters for recreational purposes west of a line beginning at a point 35° 58.5844’N – 75° 51.6958’W on Haulover Point; running northerly through a point 36° 00.2557’N – 75° 51.9632’ W near Marker “1” in Albemarle Sound; running northerly to a point 36° 08.4891’N - 75° 53.5904’ W near Marker “173” at the mouth of North River; running northwesterly to a point 36° 09.9041’N – 75° 54.6863’W on North River Point.
C. BROWNS INLET-SOUTH – No person may possess flounder less than 14 inches total length in internal and Atlantic Ocean fishing waters for recreational purposes west and south of a line beginning at a point 34° 37.0000’N – 77° 15.000’W; running southeasterly to a point 34° 32.0000’N – 77° 10.0000’W. II. CREEL LIMIT It is unlawful to possess more than eight (8) flounder taken for recreational purposes per person per day or per trip if a trip occurs on more than one calendar day. The possession limit shall apply to flounder taken from internal and Atlantic Ocean fishing waters by all gears, including gigs, if possession is for a recreational purpose.
III. GENERAL INFORMATION
A. This proclamation is issued under the authority of N.C.G.S. 113-170.4; 113-170.5; 113-182; 113-221.1; 143B-289.52 and N.C. Marine Fisheries Rules 15A NCAC 03H .0103; 03I .0102, 03M .0503 and 03M .0512.
B. It is unlawful to violate the provisions of any proclamation issued by the Fisheries Director under his delegated authority pursuant to N.C. Marine Fisheries Rule 15A NCAC 03H .0103.
C. The intent of this proclamation is to maintain North Carolina’s compliance with the requirements of the joint Mid-Atlantic Fisheries Management Council-Atlantic States Marine Fisheries Commission Summer Flounder Fisheries Management Plan under the authority of N.C. Fisheries Rule 15A NCAC 03M .0512. This proclamation continues the minimum size limit of flounder taken for recreational purposes in internal waters west of a line in Pamlico Sound from Point of Marsh to Bluff Point and in Albemarle Sound west of Alligator River at 14 inches. The size limit east of those lines and in all other internal waters and the Atlantic Ocean north of Browns Inlet remains 15 inches total length. The line in Albemarle Sound has been changed to run from Haulover Point instead of Long Shoal Point north to North River Point.
D. This proclamation does not affect commercial fishing operations. Commercial harvest reduction requirements were met by a reduction in their total annual quota.
E. This proclamation supersedes Proclamation FF-33-2009, dated March 11, 2009.
